Head of Service – Community Safety, Enforcement &

We are seeking an experienced and forward-thinking Head of Service for Community Safety, Enforcement & Regulation to lead and develop a high-performing Enforcement & Regulatory Service. This senior role provides strategic oversight across Licensing, Environmental Protection, Emergency Planning and Enforcement, ensuring high-quality service delivery and modern regulatory practice.

Key Responsibilities

*

Lead, manage and oversee the council’s Enforcement & Regulatory Service, ensuring effective performance across all areas.

*

Drive the service improvement programme, addressing data and intelligence gaps and delivering business improvement plans.

*

Develop, implement and monitor the service’s work plans, ensuring clear outcomes and measurable impact.

*

Ensure robust systems, procedures and governance are in place for the appropriate and lawful use of enforcement powers.

*

Promote awareness, good practice, education and compliance across all enforcement functions.

*

Support the development and implementation of new systems, processes and procedures to enhance service efficiency.

*

Provide high-quality reports, briefings and information to senior leaders and stakeholders.

*

Undertake additional duties as required by the Head of Service, Assistant Director or Director.

Skills & Experience Required

*

Strong knowledge of enforcement and regulatory legislation within a local authority environment.

*

Proven track record in performance monitoring, service improvement and delivering measurable outcomes.

*

Experience presenting information clearly to a range of audiences.

*

Demonstrable ability to review and improve processes, policies and procedures.

*

Skilled in producing high-quality reports and strategic briefings.

*

Up-to-date understanding of enforcement law, codes of practice, statutory instruments and relevant frameworks.

*

Knowledge of the political, social and environmental context of crime and disorder reduction at local level.

*

Experience building and sustaining effective community and partnership relationships
